Those seeking to reduce
illicit drug use in our community have for many years called
upon respective Governments to recrimanalise the sale of drug
using paraphernalia. No fewer than five Bills had previously
been introduced into Parliament, with each failing to attract
majority support. Ann's
Summary Offences (Drug Paraphernalia) Amendment Bill, which
successfully passed through Parliament with the support of the
Labor Government and Liberal Opposition in early 2008, has
achieved the prohibition of the sale of "cannabis bongs, ice
pipes and cocaine kits".
Unfortunately, some of the stores who had dedicated themselves
to making a profit from the sale of bongs and ice pipes had
become a commercial symbol of pro-drug attitudes in sections of
our community. It is hoped that, as part of a package of
reforms, Ann's Bill will assist in changing these opinions and
reducing demand for illicit drugs in our community.
By removing drug using paraphernalia from the shelves of
dedicated dispensaries, tobacconists and market stalls, South
Australia has sent a clear message to those who would use
illicit drugs, particularly youth, that drug use is neither safe
nor socially acceptable.
